Article 14 of Law No. 7592, which entered into force upon its publication in the Official Gazette No. 33335 dated August 9, 2026, and the Transitional Article 85 added to Law No. 2547. The application process established for students wishing to benefit from the “Student Amnesty under Law No. 7592” is as follows:
APPLICATION DATES:
APPLICATION START DATE : August 9, 2026
APPLICATION END DATE : December 9, 2026 (until 4:00 PM)*
*THOSE CURRENTLY PERFORMING MILITARY SERVICE : (Those performing military service as of the date the law enters into force will be eligible for the student amnesty under Provisional Article 85 if they apply within two months following their discharge. These applicants must also provide documentation proving that they were performing military service as of the date the law was published.)
THOSE UNABLE TO APPLY WITHIN THE APPLICATION PERIOD DUE TO FORCE MAJEURE:
Those who were unable to apply within the prescribed application period due to force majeure may benefit from this law if they apply within one month from the date the force majeure ceases; and those unable to apply for health reasons may benefit from this law if they submit the relevant medical board report by the end of business hours on December 9, 2026.)

APPLICATIONS FOR ASSOCIATE AND BACHELOR’S DEGREE PROGRAMS: Applications must be submitted in person to the Records Office of the Office of Student Affairs.
(Since our University’s Vocational School and the Vocational School of National Palaces and Historic Structures have been closed, applications from students whose enrollment in associate degree programs has been canceled will be submitted along with their central placement scores from the relevant year, along with five program preferences, to the Higher Education Council, which will handle their placement. (Application Preference Form for Associate’s and Bachelor’s Degree Programs)

WHO IS NOT ELIGIBLE TO APPLY:
Crimes of terrorism and intentional homicide (Articles 81, 82, and 83) under the Anti-Terrorism Law No. 3713 dated April 12, 1991, torture (Articles 94 and 95), cruelty (Article 96), sexual assault (Article 102), sexual abuse of children (Article 103), and the manufacture and trafficking of narcotics or stimulants (Article 188),
- those whose enrollment in school was terminated on the grounds of having registered through legally invalid means,
- offenses listed in Article 71 of the Law on Intellectual and Artistic Works No. 5846 dated December 5, 1951, as well as membership in, affiliation, or connection with such organizations, formations, or groups, or due to their association with them,
- Individuals who, after being expelled from higher education institutions, have renounced or been stripped of Turkish citizenship and acquired foreign nationality, and against whom no court decision has been issued regarding the suspension of their citizenship rights.
WHO MAY APPLY:
Individuals in all classes, including preparatory classes, at higher education institutions—in adaptation, associate degree, bachelor’s completion, bachelor’s, and graduate programs—
- Those who did not register despite being eligible to do so (excluding those who transferred laterally)
- Those whose enrollment was terminated prior to December 9, 2026, for any reason other than those listed under the “Who Cannot Apply” heading,
- Those whose enrollment was terminated voluntarily, not due to the reasons listed under the “Who Cannot Apply” heading,
- Dual Major students who graduated from their primary undergraduate program but had their enrollment terminated from the Dual Major program,
- Students whose enrollment in the Dual Major undergraduate program was terminated because their enrollment in the primary undergraduate program was terminated (for the Dual Major program),
- Students currently enrolled in their primary undergraduate program who were dismissed from the dual major undergraduate program while enrolled in their primary undergraduate program.
(Students applying for reinstatement to the Dual Major program must comply with Article 17(4) of the Regulation on Transfer of Credits Between Associate and Bachelor’s Degree Programs, Dual Major, Minor, and Inter-Institutional Credit Transfer” must have a cumulative GPA of at least 2.72 (on a 4.0 scale).

2. Two passport-sized photographs taken within the last six months
3. Original and a photocopy of the Turkish ID Card or Population Registry Card
4. Criminal Record (Documents obtained through e-Government will also be accepted.)
5. Original and a photocopy of your high school diploma (Associate’s degree for students transferring from an associate’s program)
6. Original and a photocopy of the transcript from the program from which the student was dismissed
7. Foreign Language Exam Result Certificate (for students whose enrollment was canceled during the preparatory phase in programs taught 30% or 100% in English or 100% in French, or for those who were eligible for enrollment but did not register, as well as for those previously enrolled in Turkish-language programs where the language of instruction has changed)
8. ÖSYS Placement Certificate (for students who were placed in associate’s or bachelor’s degree programs but did not previously enroll)
9. Military discharge certificate for those performing military service as of the date the law was published
10. Medical board report for those who were unable to apply for health reasons as of the date the law was published
11. A4-sized envelope (1 piece)

3. Original and a photocopy of your Turkish ID Card or Population Registry Card (For foreign nationals: foreign national ID number and a photocopy of your passport)
4. Criminal Record Check (Documents obtained through e-Government will also be accepted.)
5. Original and a photocopy of the diploma, or an electronically coded graduation certificate obtained from e-Government.
6. Original and a photocopy of the transcript showing the cancellation of enrollment for the graduate program from which the student was previously enrolled
7. Document proving eligibility for enrollment in graduate programs (for students who were admitted to graduate programs but did not previously enroll)
8. Discharge certificate for those performing military service as of the date the law was published.
9. A medical board report for those who were unable to apply due to health reasons as of the date the law was published
10. ALES/GRE certificate obtained either at the time of enrollment or in a subsequent year
11. Foreign language certificate obtained in the year of enrollment or a subsequent year
